Habeas Mente civil liability as a fundamental guarantee against consume harassment in context of pandemic

Abstract
The present study examines how virtual advertisements that use personal data interfere in society, through unsolicited electronic offers, especially in the context of the COVID-19 pandemic. Through qualitative bibliographic research, want to demonstrate how unwanted and excessive public advertisings configure the practice of consume harassment. In the end, conclude that these advertisements can damage consumers, that need for a fundamental guarantee, instrumentalized by means of civil liability, namely the Habeas Mente.
