Liability for financing terrorist groups

Abstract
Terrorism is a global and current threat. Apart from other problems, a terrorist attack raises the question: how can we safeguard the interests of victims and their families, who will inevitably suffer personal and property damage? Can liability be mobilised at this level? As it is not easy to make liable the perpetrators of the act, we aim, in this paper, to think about civil liability of terrorist funders. Impose liability in such cases not only guarantees the victims' compensation, but also prevents the future development of terrorism, by finding a way to combat the financing of the groups involved.
